Briefing by António Guterres, Secretary-General of the United Nations, on the situation in the Middle East, including the Palestinian question. UN Secretary-General António Guterres told the Security Council, “we need a true humanitarian ceasefire,” adding that a failure of establishing a two-State solution “will condemn Palestinians, Israelis, the region and the world, to a never-ending cycle of death and destruction.” In his remarks to the Council today (29 Nov), Guterres said that Resolution 2712 was approved in a context of widespread death and wholesale destruction unleashed by the conflict in Gaza and Israel. He stressed the inviolability of United Nations facilities which today are sheltering more than one million civilians seeking protection under the UN flag. UNRWA shares the coordinates of all its facilities across the Gaza Strip with all parties to the conflict, Guterres added. The agency has verified 104 incidents that have impacted 82 UNRWA installations – 24 of which happened since the adoption of the resolution. A total of 218 internally displaced people sheltering in UNRWA schools have reportedly been killed and at least 894 injured. “Let me put it plainly,” the UN chief highlighted, “Civilians – including United Nations personnel – must be protected. Civilian objects – including hospitals – must be protected. UN facilities must not be hit.” He reiterated, “International humanitarian law must be respected by all parties to the conflict at all times.” Guterres also said that the level of aid to Palestinians in Gaza remains completely inadequate to meet the huge needs of more than two million people. And although the total volume of fuel allowed into Gaza has also increased, it remains utterly insufficient to sustain basic operations. He said, “Civilians in Gaza need a continuous flow of life-saving humanitarian aid and fuel into and across the area. Safe and unimpeded humanitarian access to all those in need is critical.” Referring to the Security Council resolution 2712 calls for “the immediate and unconditional release of all hostages held by Hamas and other groups.” Guterres noted that the arrangement announced on 22 November has so far led to the release, over 5 days, of 60 hostages – 29 women, 31 children – held by Hamas and other groups since 7 October. Outside the arrangement during the same period, another 21 hostages were released. He reiterated, “This is a welcome start. But as I have been saying from day one, all hostages must be released immediately and unconditionally. Until then, they must be treated humanely and the International Committee of the Red Cross must be allowed to visit them.” The arrangement also saw the release of 180 Palestinian prisoners and detainees from Israeli jails, mostly women and children. The Secretary-General also noted that Gaza needs an immediate and sustained increase in humanitarian aid including food, water, fuel, blankets, medicines and healthcare supplies. He said, “That is why we have been urging the opening of other crossings, including Kerem Shalom, and the streamlining of inspection mechanisms to allow for the necessary increase of lifesaving aid. But humanitarian aid alone will not be sufficient. We also need the private sector to bring in critical basic commodities to replenish completely depleted shops.” Full remarks: 🤍

Briefing reporters on the situation in Gaza, Secretary-General António Guterres said, “The way forward is clear. A humanitarian ceasefire. Now. All parties respecting all their obligations under international humanitarian law. Now.” Speaking today (06 Nov) in New York, Guterres said that the nightmare in Gaza is more than a humanitarian crisis. It is a crisis of humanity, adding that the intensifying conflict is shaking the world, rattling the region and, most tragically, destroying so many innocent lives. The UN chief reiterated his utter condemnation of the abhorrent acts of terror perpetrated by Hamas on 7 October – and repeated his call for the immediate, unconditional and safe release of hostages held in Gaza. “Nothing can justify the deliberate torture, killing, injuring and kidnapping of civilians,” Guterres emphasized. He highlighted, “The protection of civilians must be paramount.” The UN chief said, “I am deeply concerned about clear violations of international humanitarian law that we are witnessing,” reiterating that “no party to an armed conflict is above international humanitarian law.” Gaza is becoming a "graveyard for children." Hundreds of girls and boys are reportedly being killed or injured every day. More journalists have reportedly been killed over a four-week period than in any conflict in at least three decades. More United Nations aid workers have been killed than in any comparable period in the history of our organization, Guterres noted. He saluted all those who continue their life-saving work despite the overwhelming challenges and risks. The Secretary-General said, “The unfolding catastrophe makes the need for a humanitarian ceasefire more urgent with every passing hour. The parties to the conflict and, indeed, the international community face an immediate and fundamental responsibility: to stop this inhuman collective suffering and dramatically expand humanitarian aid to Gaza.” Today, the UN and its partners are launching a $1.2 billion humanitarian appeal to help 2.7 million people – that’s the entire population of the Gaza Strip and half a million Palestinians in the West Bank, including East Jerusalem. Some life-saving aid is getting into Gaza from Egypt through the Rafah crossing. But the trickle of assistance does not meet the ocean of need, Guterre said. He explained, “The Rafah crossing alone does not have the capacity to process aid trucks at the scale required,” adding that “just over 400 trucks have crossed into Gaza over the past two weeks – compared with 500 a day before the conflict.” The UN chief continued, “And crucially, this does not include fuel. Without fuel, newborn babies in incubators and patients on life support will die. Water cannot be pumped or purified. Raw sewage could soon start gushing onto the streets, further spreading disease. Trucks loaded with critical relief will be stranded.” The UN chief also remains “gravely” concerned about rising violence and an expansion of the conflict. The occupied West Bank, including East Jerusalem, “is at a boiling point,” he added. Guterres continued, “Let us also not forget the importance of addressing the risks of the conflict spilling over to the wider region. We are already witnessing a spiral of escalation from Lebanon and Syria, to Iraq and Yemen.” He reitareted, "That escalation must stop. Cool heads and diplomatic efforts must prevail. Hateful rhetoric and provocative actions must cease.” The Secretary-General also highlighted, “I am deeply troubled by the rise in antisemitism and anti-Muslim bigotry.” He said, “Jewish and Muslim communities in many parts of the world are on high alert, fearing for their personal safety and security. Emotions are at a fever pitch. Tensions are running high. The images of suffering are heart breaking and soul crushing. But we must find a way to hold on to our common humanity.” The UN chief concluded, “We must act now to find a way out of this brutal, awful, agonizing dead end of destruction. To help end the pain and suffering. To help heal the broken. And to help pave the way to peace, to a two-state solution with Israelis and Palestinians living in peace and security.”

Well, I’ll tell you why. They filmed it in order to terrorize the Israeli public – to release these videos and put fear in the hearts of Israeli citizens. The UN Secretary-General, António Guterres, warned the Security Council today that “the situation in the Middle East is growing more dire by the hour” and “the war in Gaza is raging and risks spiraling throughout the region.” Addressing the Council in New York, the UN chief added that “divisions are splintering societies” and “tensions threaten to boil over.” Guterres said, “Nothing can justify the deliberate killing, injuring and kidnapping of civilians – or the launching of rockets against civilian targets. All hostages must be treated humanely and released immediately and without conditions.” The Secretary-General continued, “It is important to also recognize the attacks by Hamas did not happen in a vacuum. The Palestinian people have been subjected to 56 years of suffocating occupation.” “I am deeply concerned about the clear violations of international humanitarian law that we are witnessing in Gaza. Let me be clear: No party to an armed conflict is above international humanitarian law,” added Guterres. “Thankfully,” the UN chief noted, “some humanitarian relief is finally getting into Gaza.” He noted, though, that it is “a drop of aid in an ocean of need” and informed that the UN fuel supplies in Gaza will run out “in a matter of days”, which “would be another disaster.” Guterres added, “To ease epic suffering, make the delivery of aid easier and safer, and facilitate the release of hostages, I reiterate my appeal for an immediate humanitarian ceasefire.” For the Secretary-General, “even in this moment of grave and immediate danger, we cannot lose sight of the only realistic foundation for a true peace and stability: a two-State solution.” Guterres concluded, “Polarization and dehumanization are being fueled by a tsunami of disinformation. We must stand up to the forces of antisemitism, anti-Muslim bigotry and all forms of hate.” Tor Wennesland, Special Coordinator for the Middle East Peace Process, also addressed the Council, saying, that the risk of a significant further deterioration of the situation in the occupied West Bank or spillover of the conflict in the region “remains significant.” Wennesland said, “It is critical, that we, as a united international community, employ all our collective efforts to end the bloodletting and prevent any further expansion of hostilities – including in the region. The stakes are astronomically high and I appeal for all relevant actors to act responsibly. Any miscalculation could have immeasurable consequences.” The Special Coordinator also said, “The unresolved conflict and continued occupation shape the reality of every Israeli and every Palestinian. For 15 years, the population has been living under militant rule and a strict closure regime, as the Palestinian divide hardened. For a generation, hope has been lost and despair has prevailed for those who see prospects for a more peaceful future pulling still further away. Only a political solution will move us forward.” The Deputy Special Coordinator for the Middle East Peace Process and Resident Coordinator and Humanitarian Coordinator for the Occupied Palestinian Territory, Lynn Hastings, said, “The agreement on the resumption of aid deliveries through the Rafah crossing and the release of a small number of hostages over the past few days shows that through diplomacy and negotiation, humanity can prevail and we can find humanitarian solutions, even in the depths of conflict.” Hastings noted, “If we are to prevent any further descent into this humanitarian catastrophe, dialogue must continue – to ensure essential supplies can get into Gaza at the scale needed, to spare civilians and the infrastructure they depend on, to release hostages, and to avoid any further escalation and spillover. The world is looking to the Member States around this Council to play its part in leading the way.” Addressing the Council, the Minister of Foreign Affairs and Expatriates of the Observer State of Palestine, Riyad Al-Maliki, said, “We are here today to stop the killing, stop the massacres being committed against the Palestinian people. The ongoing massacres - being deliberately and systematically and savagely – perpetrated by Israel, the occupying Power, against the Palestinian civilian population under its illegal occupation must be stopped.” According to the Minister, “the Security Council has a duty to stop them” and “the international community is obliged under international law to stop them.” “It is our collective human duty to stop them. Now. Continued failure at this Council is inexcusable,” added Al-Maliki.

Security Council meeting on the situation in the Middle East, including the Palestinian question. Highlights: The UN Security Council succeeds in finding unity, adopting resolution 2712 on the Israel-Palestine crisis that began on 7 October, with 12 members voting in favour, none against and three abstentions (Russia, United Kingdom, United States), calling for “urgent and extended humanitarian pauses and corridors” in Gaza for “a sufficient number of days” to allow full, rapid, safe and unhindered access for UN agencies and partners The Council “calls for the immediate and unconditional release of all hostages held by Hamas and other groups, especially children, as well as ensuring immediate humanitarian access”, by the terms of the resolution The Council, by additional provisions in the text, calls on all parties to refrain from depriving the civilian population in Gaza of basic services and aid indispensable to their survival, consistent with international humanitarian law The resolution does not condemn the Hamas attacks of 7 October which began the current wave of violence and battle for control of Gaza The Council rejected an amendment proposed by Russia, with five votes in favour, one against and nine abstentions “Our vote today translates into real human lives,” said the ambassador of Malta, penholder of the newly adopted resolution Ambassadors from the UK and US separately regretted to note that the draft failed to condemn Hamas and voiced support for civilian protection and rapid aid delivery measures Russia’s ambassador said a real ceasefire is needed and “the Council will need to make a decision on further steps”, including what observers to send to the conflict area and which UN contingent will be involved “This madness must be brought to an end,” said Palestine’s Permanent Observer to the UN, adding that: “It is time for peace” Israel’s Ambassador said the crisis could be brought to an immediate end if all Israeli hostages are returned unscathed and Hamas laid down their arms and turned themselves in The Security Council today (15 Nov) adopted a resolution calling for urgent and extended humanitarian pauses and corridors throughout the Gaza Strip for a sufficient number of days to enable the full, rapid, safe, and unhindered humanitarian access. The resolution, drafted by Malta, received twelve votes in favour and three abstentions, The United Kingdom, the United States, and the Russian Federation. Speaking before the vote, Malta’s Ambassador Vanessa Frazier said the draft resolution “seeks to offer hope in this dark hour” as it focuses “on the plight of children trapped in the war enclave and of those being held hostage.” Frazier said Malta “held extensive consultations with Council members, interested parties, countries in the region, and humanitarian organizations” in an effort “to achieve a balanced and operational text.” Speaking after the vote, US Ambassador Linda Thomas-Greenfield said, “the United States could not vote yes on a text that did not condemn Hamas or reaffirm the right of all member states to protect their citizens from terrorist attacks.” Thomas-Greenfield said, “the Council repeatedly has made clear that we stand against all acts of terror. This horrific attack must be no exception. And the United States will continue to urge this Council to condemn Hamas’ actions.” Russian Ambassador Vasily Nebenzya told the Council that “from the very beginning of the current escalation in the Israeli-Palestinian conflict, the delegation of the United States has sabotaged any attempts to develop a balanced and de-politicized document aimed at adopting realistic and urgent steps to de-escalate the situation.” Nebenzya said, “our American colleagues in the Council justified the collective punishment and destruction of Palestinians - first and foremost, the civilian population - under the pretext of fighting against terrorism and the right of Israel to self-defence.” Palestine Ambassador Riyad Mansour said, “the Security Council should have called for a ceasefire a long time ago. It should have called for a ceasefire now, it should have heeded the call by the UN and every humanitarian organization on Earth, calling for a humanitarian ceasefire, including the Secretary-General of the United Nations. It should have been convinced that there is no military solution, especially one that relies on the commission of atrocities, and it should have advanced political ones.” For his part, Israeli Ambassador Brett Jonathan Miller said, “sadly, this resolution falls on deaf ears when it comes to Hamas, and other terrorist organizations.” Miller said, “this Council has convened on the matter almost 10 times and still has not succeeded in condemning Hamas’ October 7 massacre. The United Nations General Assembly on Friday adopted a resolution calling for an “immediate, durable and sustained humanitarian truce” between Israeli forces and Hamas militants in Gaza. It also demands “continuous, sufficient and unhindered” provision of lifesaving supplies and services for civilians trapped inside the enclave, as news reports suggest Israel has expanded ground operations and intensified it bombing campaign. After rejecting an amendment proposed by Canada and the United States, the General Assembly, by 120 votes in favour 120, 14 against and 45 abstentions, today (27 Oct) adopted a resolution calling for an immediate and sustained humanitarian truce. Speaking in support of the draft resolution, Egypt’s Ambassador Osama Mahmoud Abdel Khalek Mahmoud said, “the truth is clear and wouldn't need any repetition or explanation or elaboration if we all applied one standard rather than double standards.” He said, “no to targeting civilians, no to terrorism, no to violating international humanitarian law, no to bombarding hospitals and medical centres, no to killing children, no to the siege, and no to cutting off all basic necessities of life, no to forcible displacement and liquidating the rights of people, no to genocide. All people are equal.” For her part, United States Ambassador Linda Thomas-Greenfield said, “it is outrageous that this resolution fails to name the perpetrators of the October 7th terrorist attacks: Hamas. Hamas. It is outrageous. Another key word missing in this resolution is: Hostage.” Thomas-Greenfield said, “these are omissions of evil. And they give cover to, and they empower, Hamas' brutality.” The United States and Canada proposed an amendment to the draft to include those considerations. The US Ambassador said, “there is no going back to the status quo as it stood on October 6th. We must not go back to the status quo where Hamas terrorizes Israel and uses Palestinian civilians as human shields. And we must not go back to the status quo where extremist settlers can attack and terrorize Palestinians in the West Bank. The status quo is untenable, and it is unacceptable.” Speaking before the vote, Canadian Ambassador Bob Rae said, “any life lost is a tragedy. There is no hierarchy of death. Yet the critical reason for how we got here has already been forgotten by so many as if it never happened. But just two weeks ago, Hamas terrorists killed over 1,400 Israelis, not even mentioned in the comments by my friend from Jordan with their own hands and weapons and read sheer terror on the people of Israel.” Pakistan’s Ambassador Munir Akram said, “the enormity of the crimes that are being committed by Israel against the Palestinian people are so great and enormous, that it is amazing that when my friend from Canada insists on naming the organization Hamas, that he does not feel the need for the equity and balance and fairness - for which Canada is so well known - he does not feel the need to name Israel for killing 7,000 Palestinians.” The rejected amendment received 88 votes in favour 88, 55 against 55 and 23 abstentions. Although the General Assembly resolutions are an important expression of world opinion, the Assembly cannot force a Member State to follow its recommendations on a particular issue.
