Other Briefers Declare Russian Language Gradually Being Destroyed The Security Council heard dissenting assertions from three briefers — two calling attention to Russophobia in Ukraine and one countering that claim as a colonial endeavour to justify war crimes — in a meeting requested by the Russian Federation, as delegates weighed in with their own prescriptions. Kirill Vyshinsky, Executive Director of Rossiya Segodnya, detailing several examples of modern Ukrainian Russophobia, spotlighted the forceful expulsion of the Russian people, lies against Moscow and the open hatred of Russians. Despite nearly one third of Ukraine’s population referring to Russian as its native language, the last 20 years have seen a deliberate shrinking of space. Ukrainian authorities have stopped any study of Russian language, eliminated it from schools, removed books and prohibited those in higher education from speaking it, even in private. There has also been a mass renaming of cities and streets; the destruction of monuments; and the seizure of churches. “We see an ideology of hatred for everything Russian, hatred of Russians, hatred of anyone who is somehow linked to Russia,” he underscored. Dmitry Vasilets, Deputy Head of the Ukrainian Trade Union of Law Workers, noting that he speaks on behalf of the millions of Russian citizens in Ukraine, added that speaking Russian was prohibited in schools beginning in 2020 and then in movie theatres, public buildings and other locations since 2021. “That is barbarism that has been enshrined in law by [Ukraine President Volodymyr] Zelenskyy,” he stated, emphasizing that the use of one’s mother tongue is a human right protected under international law. Citing various instances of discrimination, including on social media platforms, he declared that “the Russian language is gradually being destroyed”. Timothy Snyder, Professor of History at Yale University, pointed out that the term “Russophobia” is an attempt to justify the Russian Federation’s war crimes in Ukraine. The harm being done to Russians and Russian Federation culture is primarily due to Moscow’s own policies and actions, he countered, spotlighting the emigration of creative Russians due to its invasion of Ukraine; destruction of independent Russian journalism; attacks on culture, books, museums and other landmarks; mass killings of Russian speakers and citizens; and Russian Federation State television proclamations. The claim that Ukrainians are sick with a disease called “Russophobia” is simply colonial rhetoric and part of a larger strategy of hate speech, he stressed. As the floor opened for discussion, the representative of the Russian Federation said that his country convened today’s meeting to underscore the threat of Ukraine’s Russophobia to international peace and security. What is happening now — from language bans to book burnings — is linguistic inquisition and obscurantism for which innocent people are suffering and dying. A long-term and sustainable peace in Europe cannot be built on Russophobia, he underlined, emphasizing that no condemnation of Moscow’s special military operation by the West can explain the Russophobia in those countries. Challenging this assertion, Ukraine’s representative stressed that the mass graves in Bucha, Mariupol, Izium and other places have demonstrated the power of Moscow’s war propaganda in dehumanizing Ukrainians. This is a real hatred that has been deliberately fuelled for decades; directed against Ukraine; and resulted in war crimes, crimes against humanity and the breaking of that country’s sovereignty. In that regard, a future tribunal must establish accountability for all those who issued criminal orders and those who implemented and whitewashed them, he insisted. The representative of Malta, asserting that today’s meeting is yet another cynical attempt to justify the unjustifiable, deplored Moscow’s dissemination of disinformation and misinformation. Despite today’s narratives which aimed to portray the victim as the aggressor and the aggressor as the victim, the facts are clear for all to see, he said. Moscow must stop its current war and the Council must redouble its efforts to ensure accountability and justice for victims. Brazil’s delegate pointed out that “the mere repetition of national positions, in a format that shows clear signs of exhaustion, will contribute nothing to the end of the conflict”. It would have been more productive to discuss pragmatic means to achieve peace, a concept that has been largely absent from the Council’s debates, he maintained. Eleventh Emergency Special Session 🤍 The UN General Assembly passed a resolution by a large majority on Wednesday, calling on countries not to recognise the four regions of Ukraine which Russia has claimed, following so-called referendums held late last month, and demanding that Moscow reverse course on its "attempted illegal annexation". The results were 143 Member States in favour, with five voting against -Russia, Belarus, North Korea, Syria and Nicaragua-, and 35 abstentions. The resolution “defending the principles” of the UN Charter, notes that the regions of Donetsk, Kherson, Luhansk and Zaporizhzhia are temporarily occupied by Russia as a result of aggression, violating Ukraine’s territorial integrity, sovereignty and political independence. The General Assembly automatically took up the resolution for debate, triggered by Russia’s use of the veto in the Security Council over it’s attempted annexation. The resolution now passed in the Assembly, calls on all States, the UN and international organisations not to recognize any of Russia’s annexation claim and demands the immediate reversal of its annexation declaration. The resolution welcomes and “expresses its strong support” for the continued efforts by the Secretary-General and Member States, to de-escalate the current situation in search of peace through dialogue, negotiation and mediation. Speaking to reporters after the vote of the General Assembly, the Permanent Representative of Ukraine, called the meeting “a historic moment”. Sergiy Kyslytsya said that “143 votes is amazing” and that for Russia “is very bad” that “only four countries are on the wrong side of history.” Linda Thomas-Greenfield, the United States Permanent Representative, said “today is a monumental day.” She added, “We just saw 143 countries affirm the fundamental principles of the UN Charter. You saw these countries stand up for territorial integrity. They stood up for sovereignty. And you saw these countries stand up for this institution. After Russia's sham referenda and attempted illegal annexations, you saw very few countries stay in their corner in fact, that was only five.” The Head of the Delegation of the European Union, Olof Skoog, also addressed journalists, saying the General Assembly sent “a resounding message that speaks to the world.” “Russia has tried to silence the Security Council. They have not been able to silence the international community nor the General Assembly nor the United Nations,” added Skoog. Addressing a United Nations General Assembly (UNGA) meeting on Wednesday, UN Secretary-General Antonio Guterres denounced Russia, as the war in Ukraine nears the one-year mark. “As I said from day one, Russia’s attack on Ukraine challenges the cornerstone principles and values of our multilateral system,” Guterres said. "Meanwhile, we have heard implicit threats to use nuclear weapons," Guterres added. "The so-called tactical use of nuclear weapons is utterly unacceptable. It is high time to step back from the brink… War is not the solution. War is the problem.” Speaking later on, Canadian Foreign Affairs Minister Mélanie Joly also said that Putin is losing his grip on reality, adding that “His latest address proves that he remains unmoored from this reality.” The special session of the UNGA is expected to last two days, with leaders voting on Thursday on a resolution to condemn Russia’s invasion. U.S. Secretary of State Antony Blinken warned the United Nations Security Council (UNSC) on Friday that it should not be fooled by calls for a temporary or unconditional ceasefire in Ukraine, saying a "just and durable" peace cannot allow Russia to rest and rearm. The council met to mark one year since the start of Russia's invasion of neighbouring Ukraine, which was launched on Feb. 24 last year, as the 15-member body met in New York over Western concerns that Moscow was planning such a move. Blinken's warning to the council came just hours after China called for a comprehensive ceasefire as part of a 12-point plan on the war that was largely a reiteration of its approach since Russia launched what it calls a "special military operation." "Any peace that legitimizes Russia's seizure of land by force will weaken the (UN) Charter and send a message to would-be aggressors everywhere that they can invade countries and get away with it," Blinken said. The 193-member UN General Assembly overwhelmingly isolated Russia on Thursday, calling for a "comprehensive, just and lasting peace" in line with the founding UN Charter and again demanding Moscow withdraw its troops and stop fighting. The United Nations General Assembly has tonight voted overwhelmingly to adopt a resolution calling for peace in Ukraine. With the resolution, which is non-binding, member states have demanded that Russia withdraws troops from Ukraine. It also calls for a "comprehensive, just and lasting peace". The resolution was adopted with 141 votes in favour and 32 abstentions. Six countries joined Russia to vote no. It comes as Friday marks the one-year anniversary of Russian troops invading the country, kicking off a war that still rages today. The U.S. and its allies slammed Russia on Thursday for wasting the time of the United Nations Security Council and spreading conspiracies by again raising its accusation that the U.S. has "military biological programs" in Ukraine. "How much more of this nonsense do we have to endure?" Britain's UN ambassador Barbara Woodward asked the council. U.S. ambassador Linda Thomas-Greenfield also described Russia's accusations as "pure fabrications brought forth without a shred of evidence," and opened her statements by saying that “I'm going to keep my remarks short, because frankly this meeting is a waste of everyone's time." Russia has previously raised the issue of biological weapons programs in Ukraine at least twice at the Security Council. The U.S. and Ukraine have denied the allegations that they have biological weapons programs. Russia is now pushing for a formal inquiry. It has drafted a Security Council resolution to set up a commission, made up of all 15 council members, to investigate its claims.
